In the Salem Village Historic District (Centre, Hobart, Ingersoll, Forest and Collins Streets), at-grade walks don't need review, but steps and walls alongside them do if they're visible from the street.
On the hillier north side, walks often need steps. We build them with even risers and pitch the walk to shed water.

Local rules that can affect your walkways project.
Salem Village & Putnam historic districts
In the Salem Village and James Putnam Jr. House historic districts, stone walls, fences, driveways and steps visible from the street need review. Plantings and at-grade walks and terraces are exempt. Driveways are not.
